Can an HOA President who does not reside in the community yet owns a unit, arbitrarily change the Rules and Regulations to allow for her to house nuisance (stray/ferel) cats in Common areas, without a meeting of the HOA?

Hi, generally an HOA President, even if they own a unit but don’t live there, can’t change Rules and Regulations alone, especially about common areas. Such changes usually require a board vote and sometimes homeowner approval, depending on your bylaws. Allowing nuisance animals impacts the whole community and needs proper process. Check your HOA’s governing documents and request a board meeting if needed. Platforms like HOAUnlimited.com can help boards communicate rule changes transparently.
